Government of Haryana in March 1993 formed an independent board namely Shivalik Development Board (SDB) with Shivalik Development Agency (SDA) as an implementation wing to facilitate focused development of the deprived Shivalik region. SDB planned to evolve appropriate long-term programmatic thrust for facilitating integrated development of the region for socio-bio-economic development of Shivalik region, one of the most deprived regions of Haryana.
Alternative Development Initiatives (ADI) provided inputs in designing future path for holistic development of the region and evolved a perspective plan for SDB.
The present study is an endeavour to measure the development status of Shivalik region falling under the purview of SDB in the State of Haryana and provide the future path for holistic development of the area. This holistic development encompasses social, economic, ecological and infrastructure development. This study attempts to present the existing development status, the gaps, and the 15-year perspective plan in form of vision-2021.
The study attempts to provide holistic framework for sustainable development of Shivalik region of Haryana. No focal or sectoral theme has been considered for this study because it tries to capture the whole gamut of development. The report is based on the various intervention areas, like natural resources, economic aspects, human resources, social and institutional resources. Various disciplines were looked into to provide developmental plan; those are economic growth, agriculture, soil and water, forest, infrastructure, industry, drinking water, health and hygiene, education, self-employment, and eco-tourism.
This 2021-vision document has determined a focus on two specific but inter-twined strategies: it provides area specific sectoral focus that emerges to be a major concern with view for holistic development and two, it focuses on effective governance issues for transparency within the system and enhancing the capacities of stakeholders for effective implementation.
This report provides a framework for the government to seek balance between growing population and pathways of development. It strives to formulate plan of action that meet the needs of people while providing for the ecological security of natural systems. While analysing the issues, the major question that arised is how can the available land and water resources and related economic activities sustainably provide for a rapid increasing population and the ever expanding urban area creating devastation of social and natural resources. The positive answer to the question requires the most unprecedented mobilisation of people’s minds, ideas, institutions and resources to come up with socially just and environmentally sustainable blueprint for survival. The most critical tasks here are catalysing change and expanding the capabilities of the community.
